Insignia Tv not being recognized on windows 10 as second monitor.

I have an Insignia TV I would like to use as a second monitor some times. I have a new HP with Windows 10, an Intel HD Graphics 530 with two HDMI ports. One of which I am trying to use for the TV. Both ports work for my monitor but neither will allow the tv to be recognized. I have looked everywhere I can but cannot find an adequate answer to the issue. I have also updated the drivers for the video card.

Is there something I am not doing to accomplish what I want to do or is it not possible with the TV and windows. This setup works fine on my Macbook Pro Mid 2010 though I don't use it very often.

I have an insignia tv that is capable of displaying in 1080p. When I connect the TV to my Radeon 6850 HDMI port (No adapters just straight HDMI cable), then the monitor will display in 1080i instead of 1080p. During the BIOS startup it will be in 1080p but when windows starts it changes to 1080i. If I connect my acer h233h to my computer the exact same way, then it will display in 1080p. So it seems that there is a problem with the TV and the computer.
Also the TV is an insignia NS-32L450A11, the computer recognizes this and I can't find any drivers for it if there are any.
So why is the TV only receiving a 1080i signal?
